Message from the Chairman
Greetings! My name is Goohoon Kwon, and I am the Chairman of the Presidential Committee on Northern Economic Cooperation.
President Moon Jae-In proposed in the third Eastern Economic Forum held in Vladivostok in September 2017 a close cooperation between Korea and Russia in various fields by building 「9-BRIDGE」 between the two countries. The Presidential Committee on Northern Economic Cooperation was created around that time to realize President’s vision for the New Northern Policy.
In the past, it has not been easy to continue to pursue economic cooperation with northern neighbors due to often heightened strains in inter-Korean relations and frequent international sanctions imposed on them. However, we are recently witnessing tremendous changes on the Korean peninsula including the historic U.S-DPRK summit and three inter-Korean summits in 2018, which have raised expectations for permanent peace on the Korean peninsula.
Against this backdrop, the Committee is drawing a new economic map based on improving geopolitical conditions and sustained peace in Korea. If lasting peace has come to the Korean Peninsula, Korea will ultimately find its true identity as a 'bridge state' that connects continents and oceans. New space and new opportunities will be opened by connecting with northern countries through railway and ports. Together with neighboring countries such as China, Russia, and Mongolia, we could create peaceful and prosperous community not only in the North-East Asia but in the entire Eurasian continent.
In this regard, the Committee unveiled 「Strategies and Priority Projects of the New Northern Policy」 in June 2018 in coordination with relevant ministries. We are committed to lay the groundwork for peaceful North-East Asia by revitalizing cooperation in border areas of DPRK, China and Russia. We are also devoted to enhancing connectivity in logistics and energy with northern countries, increasing growth potentials and creating mutual benefits. We intend to establish industrial cooperation platforms in support of industry diversification as a response to the 4th industrial revolution, and will push forward with creating new growth engines. We will also promote mutual benefits with northern neighbors by expanding exchanges in culture, sports and tourism.
The presidential Committee on Northern Economic Cooperation will do our best to realize the vision of the New Northern Policy in conjunction with relevant ministries, research institutions, and corporations, as a control tower that identifies, coordinate, and assess policies and review their achievements.
